Message	"new cars" to me means cars produced. And I agree that all cars produced since 1986 must have the third brake light. But that article makes no mention of modifying a car to exclude it. You're probably right, but I just don't know. Also, I highly doubt anyone's going to pull you over for not having it. As a side note, if worst comes to worst, and you really wanted that spoiler, you could modify/construct a third brake light for the top of the hatch.
